I can't tell what the solution is from the above posts.
We jump on the battery as a primary issue. Get it tested to make sure it is ok.
I don't know the year of your Jeep so it is difficult to suggest an idea.
Check your VIN on jeep.com and see if you have any outstanding recalls.
Specifically view Post #4 above.
 
TSB 08-054-18 REV A for the shifter applies to the 2016. It may or may not resolve your issue.
If the connector contacts get corroded most anything could happen.
There is also a PTU spline recall than may apply to your vehicle.
Everything else in post #9 still applies.
Could you explain your symptoms again, I am easily confused?
 
You hit the key point: "The steering wheel completely locks up."
The Cherokee has Electric Power Steering, not a belt driven pump. So if the engine stops running, as in running out of gas, the power steering still works just fine, you can still easily steer.
Even though the battery seems good, it is not good enough to power the the EPS, it draws lots of current.
So I am going to vote for a new AGM battery.
When was your battery last replaced? A 4 year old battery in these Jeeps won't "cut it".
Let me know what you find out.

I have never had a problem after doing a flash recall, but it is possible to do it incorrectly.
The mechanic is supposed to connect a battery charger to the battery during the update to make sure there are no voltage irregularities.
Maybe the dealer can verify the software installation? And/or flash the recall again?
Maybe a temperature sensor someplace is not working correctly?
If the Jeep dealer can't fix it have them contact FCA for help and submit a STAR case however you do that.
I don't have a clue, just trying to help.
Just for the record can you tell us exactly what Jeep you have and restate the problems you are having.
Try searching this forum and see if you find a clue.
 
My usual guess is to check the battery just to make sure it is not the problem.
Just because it is new does not mean it is working correctly, that is why there is a Warranty.
Cold or cooler weather can stress a weak battery.
Find a AAA service center or Batteries Plus Bulbs or some other car parts store and they will check it for free.
It does not need to be below 40 deg F for them to check it.
They should use a tester that provides a printout. Look especially for "battery health". There will be a speedometer looking graphic that shows the results.
They usually check the charging system and starter. Have them check if the battery cables are secured tightly and clean.
Also note the CCAs that is measured and compare it to the installed battery CCA rating. I have noticed the CCA rating varies all over the place but should at least be higher.
If you can provide the battery manufacture, model or part number, date of manufacture, Warranty date of installation and CCA rating of the battery
to the battery tester person it will help them better estimate the condition of your battery and its life expectancy.
You will not be able to get this off of the battery because it is all wrapped up and you can't see it without removing the heat shield.
Try to find the receipt and warranty information for your current battery.
Since you have a 2015 I think you have ESS which means you should have an AGM battery.
If you have ESS you MUST have an AGM battery or the Cherokee won't work correctly
The IBS could be bad but I think only a Jeep dealer can check this.
If the battery test is good, great, look for some other problem. Test it every 3 months, eventually it WILL fail.

Is the Check Engine ON steady or flashing? Is the odometer flashing?

What is the part number of the relay switch? There is no such thing as a relay switch.
A relay is a relay. A switch is a switch. They do not co-mingle.
 
Even new batteries can fail or not be installed correctly. Check to make sure they installed the correct type of battery. Should be an AGM Group 94R. Where did you buy the battery and who installed it? Let them check it out. Consult your sales receipt. The battery is all wrapped up so you can't see it.
