What is this Emission Recall I just got

Hi guys, I just got this in the mail. It wants me to take my KL in so they can replace my catalyst?
My KL is at 70,000 miles and it runs like a dream. Purrs like a kitten and ice cold a/c like the first day I had it. I don't mind the PCM updates, but this will also take many hours. What are your opinions and should I do it? I can't imagine anything big companys want is good for the consumer, they are usually only out for themselves. Can I just refuse to do it the next time I visit the dealership? I don't want to lose any horsepower+torque just because they want me to be more green.

I also received this recall just today and actually created a new thread myself (in Engine & Technical). I suspect, like you, that the idea may be to reduce engine output as the potential fix to the emissions issues that prompted this recall in the first place. If that's true, I may also decline since I've actually made some changes to improve engine output and efficiency and I'm not interested in relinquishing those improvements to get FCA into compliance. They may have to get there without me unless I can be convinced that output will not be compromised. We'll see.

Mine is registered in Pennsylvania and they have annual emissions testing coinciding with an annual inspection. It hasn't failed the emissions testing eight years running.
