So I am experiencing some oil loss by looking under the car. its not significant but its leaks droplets here and there probably stick note size. I just had my oil change not even a month ago and temps dropped below freezing recently (so I expect a tech over torqued the cap). I also can see oil pool up in the "valley" on top of the engine block. I made multiple appoints with shops and the earliest I can get in is 3-4 weeks out. I was planning to do it myself but now the weather is dropping to freezing temps and my garage isn't set up to house a car inside to work on, so I'm looking at biting the bullet and just pay a shop to do it while change my spark plugs too. My question is, can I top off the oil until I can get my car into the shop for the next month?

When you get the oil filter housing replaced ask to keep the old one.
Clean it up and determine if the housing is actually cracked or possibly the O ring(s) were leaking.
My guess is if there is not any coolant in the oil and/or no oil in the coolant then probably the housing is probably cracked.
The new plastic oil filter housing comes with a filter and I think all of the sensors (2) and maybe the O rings.
The oil filter cover is screwed on to the correct torque during manufacture.
Put a stripe of paint on the cover and housing so you can see when it is installed correctly. (nail polish or touch-up paint).
Try to do this before a mechanic has the opportunity to over tighten the cap.
If you get the aluminum housing this discussion may be incorrect.
